Coast Guard capabilities for oilspill cleanup. Hearing before a Subcommittee of the Committee on Government Operations, House of Representatives, Ninety-Seventh Congress, Second Session, August 26, 1982
Reports that Coast Guard financing and personnel are spread too thin prompted a field hearing in San Francisco on the Coast Guard's responsibility for cleaning up oil spills. Testimony by Vice Admiral Charles E. Larkin and other officials described response procedures, the use of private cleanup contractors, and the importance of spillers reporting incidents promptly. Also testifying were Jack Mortenson, manager of the nonprofit Clean Bay cleanup cooperative, and Burr Heneman, director of the nonprofit Point Reyes Bird Observatory, on the private-sector role in responding to spills.
