Reliability analysis of transmission plans

Power-transmission planning has shifted its emphasis in recent years from long-range to the shorter-range reliability concept of a single system-wide load carrying capability (LSC). The LSC number uses outage criteria to indicate a network's reliable megawatt capability and to improve communication among system planners, regulators, and the public. Both dynamic (uncontrolled outages) and steady-state aspects are included in the adequacy assessment, which is a better indication than simple summing of the line ratings. Computer calculations are used to calculate the LSC for alternate transmission plans.
