The bill calls for the establishment of a procedure to make partial restitution to individuals exposed to fallout from the government's above-ground nuclear tests in Nevada, as well as miners who were put at risk in underground uranium mines that were providing uranium for the primary use and benefit of the nuclear weapons program. A trust fund to be known as the Radiation Exposure Compensation Trust Fund is established in the amount of $100,000,000 for this purpose.
