Procedures for the preparation of emission inventories for volatile organic compounds. Volume I. Second edition

Procedures are described for compiling emission inventories of volatile organic compounds (VOC) for use in less data-intensive models such as rollback and the Empirical Kinetic Modeling Approach (EKMA). Such inventories generally represent annual emissions (perhaps with some seasonal information) and are compiled for larger geographical areas such as counties. The basic inventory elements--planning, data collection, emission estimates, and reporting--are all discussed. No single prescriptive methodology is presented; rather, a set of procedures is described so that the agency may choose the most appropriate techniques to meet its needs in its ozone program. Various examples are included to aid the agency in the understanding and utilization of this document.
