Gauge dependence of the. eta. function in Chern-Simons field theory and the Vilkovisky-DeWitt correction

We use two one-parameter families of gauges to demonstrate the gauge dependence of {eta}(0) for quantized pure Chern-Simons field theory on {ital R}{sup 3}. The first family consists of local covariant gauges and all reproduce the Landau-DeWitt gauge result. The second family consists of nonlocal and noncovariant gauges which produce gauge-dependent results not proportional to the original background Chern-Simons action. However, when the one-loop quantum operators for these gauges are corrected by adding the appropriate Vilkovisky-DeWitt term, the gauge dependence is removed. All functional traces are evaluated using two methods, a momentum expansion and a covariant perturbation similar to the Schwinger-DeWitt expansion. Gauge dependence of the {beta} function in topological Yang-Mills theory is also discussed.
