Computerized technical specification compliance and equipment tag-out system

The fundamental purpose of plant technical specifications (tech specs) is to impose requirements on plant operations such that the safety analysis basis of the plant is maintained at all times. With more complex plants and with an increased emphasis on plant safety, ensuring compliance with the tech specs requires significant time and resources on the part of nuclear utility organizations. Westinghouse, in conjunction with several utilities, has developed a computer-based system to help the operations staff maintain compliance with the plant tech specs in a cost-effective manner. This system also provides an effective means to ensure that equipment tag-outs are properly developed, maintained, and released so that maintenance and surveillance tasks can be performed with minimum risk to plant personnel and with minimum impact on tech spec compliance. This system involves a combination of fault-free analysis, data-base management, man/machine interface (MMI) design, and computer software.
