A pilot plant to test a process for turning coal into liquid fuels will open January 1980 at a cost overrun of 65% at Cattlesburg, Kentucky, if all goes well. DOE funded the majority of the project with Ashland Oil as project manager, who has now been relieved, accused by DOE of mismanagement. Experts scoff at the notion that synfuel production equivalent to 2 million barrels per day by 1990 can be achieved. One oil executive says that half that amount by 1990 would be more realistic. An outlay of $68 billion to create that plant to produce 1 million barrels per day of synthetic fuel will be necessary. But at OPEC's latest prices, the cost of importing 1 million barrels per day for 10 years adds up to slightly more than $72 billion. Plans by other companies to build synthetic fuels plants are briefly described. (MCW)
