Fuel resource scheduling, part III - The short-term problem

The paper presents a method for optimum scheduling of fuels over a few days, subject to fuel supply limits, spanning different time periods, and unit operating constraints. Constraints over mixed and shared fuels, are also considered. Here the short-term scheduling problem is formulated as a network flow optimization problem with relative efficiencies of the generating units represented as constant arc gains. A two-phase procedure decouples the linear fuel constraints from the discrete unit commitment/decommitment decisions. In each phase, the mismatch between the MW requirements of the system load and the MBtu consumption of the system is corrected by an iterative procedure. Results for a 17 unit/17 contract test system over a two day study period are presented and discussed.
