These technical specifications define the key limitations that must be observed for safe operation of the Tower Shielding Reactor II (TSR-II) and an envelope of operation within which there is reasonable assurance that these limits cannot be exceeded. These specifications were written to satisfy the requirements of the Department of Energy (DOE) Order 5480.1A, and they cannot be changed without the recommendation of the Reactor Operations Review Committee (RORC) of the Oak Ridge National Laboratory (ORNL) and the approval of the Oak Ridge Operations Office of DOE.
