New safety for old dams

This article describes the new interest in dam safety as a result of a dam collapsing in Italy and killing residents of a nearby town. The interest comes four years after the Phase I program that identified more than 3,000 US dams as unsafe. Pennsylvania is the state that is farthest along in its rehabilitation program, and gives as one reason for its success that the Department of Environmental Resources has been successful in negotiating consent agreements with dam owners, then setting up schedules for bringing those dams into compliance. Adding hydropower to even a small dam often requires rehabilitation of the dam itself before the plant can be built. Hinkley Dam near Rome, NY is an example of this and is described in the article.
