Challenges of the decade: regulatory review

Rate relief, construction lead time and planning, industrial rates, and innovative ratemaking processes are a few of the challenge areas the electric-utility industry and electric consumers will face in the near future. A cooperative effort among businesses, private consumers, and regulators must be orchestrated for successful decisions to be made. The National Governors Association's task force on electric-utility regulation recommends a regional regulatory agency that would have binding decision-making authority over specified electric power planning and regulatory matters in a multistate area. Other suggestions for future electric-utility-industry success include working within existing regulatory structure and laws; some form of deregulation; and creating and incorporating ratemaking mechanisms that would encourage improved production performance. 1 table.
