A series of three field hearings in Louisiana and New Mexico addressed the geopolitical side of the current oil surplus as it affects the US petroleum industry and its future. At issue were the need for and structure of an import oil fee, the effect of national policies on producers and equipment manufacturers, and the need for changes in national policy that could effect domestic oil independence. Witnesses at the three hearings included legislators and state officials, representatives of the oil industry, financial institutions, and independent consultants. The purpose was to gather opinions and facts from the field as the basis for future legislation. An appendix with additional material submitted for the record follows the testimony of the 51 witnesses.
