Strategic electric power planning model: reliability vs. cost

Modelling of electric power system networks consists of two major historical streams. One is electric power system expansion planning, and the other is system reliability evaluation. The expansion planning model focuses on the most efficient way to operate and extend an electric power supply system to meet current and future demands. System reliability analysis estimates the outage rate or the availability of an electric power supply system. Up to now, both expansion planning and reliability analyses have developed independently. It is, however, beneficial to develop a single model that includes both features. A multi-objective programming model which unifies economic expansion and reliability models is developed here. It has two types of objectives. One objective is to minimize total system cost, which includes annual operating cost and annualized investment cost. The other objective is maximization of system reliability, which is measured by the probability that the sum of the actual available plant capacities exceeds the sum of the peak power demands plus the power system losses. The model is used to generate the trade-off curve between these two objectives.
