H.R. 3211: A Bill to amend the Clean Air Act to reduce emissions of sulfur dioxide and oxides of nitrogen, and for other purposes. Twenty electric utilities with the highest rates of emission each year would be identified for compliance with targeted limitations on emissions. A system of credits for reduced emissions and financial assistance from an Acid Rain Control Trust Fund is proposed.
