Clean Air Act Amendments and their impacts

Acid Deposition Control, Title IV of the Clean Air Act Amendments of 1990, requires reduction of SO{sub 2} emissions from existing electric utilities with SO{sub 2} emissions greater than 1.2 lb/MMBtu, reduction of NO{sub x} emissions, and offsets for SO{sub 2} emissions from new plants. The act permits emission trading for reducing SO{sub 2}. Emission trading permits utilities to select the most cost-effective method of compliance. This paper discusses the principal impacts of Acid Deposition Control and reviews compliance options. These options include coal switching and/or blending, addition of SO{sub 2} controls, repowering, load management, conservation and use of renewable energy, and emission trading.
