Petroleum economists and specialized observers convened in Boulder, Colorado, USA, this past March 19-22, 1989, for an extraordinary set of seminars that have multiple far reaching implications for politicians, economists, petroleum producers, refiners, and marketers around the world. The International Research Center for Energy and Economic Development graciously allowed generous extraction of findings for this and upcoming issues of Energy Detente. This issue also contains the following: (1) ED refining netback data series for the US Gulf and West Coasts, Rotterdam, Singapore as of May 5, 1989; and (2) ED fuel price/tax series for countries of the Western Hemisphere, May 1989 edition. 5 figures, 5 tables.
