Petroleum economists and specialized observers convened in Boulder, Colorado, USA, this past March 19-22, 1989, for an extraordinary set of seminars that have multiple far reaching implications for politicians, economists, petroleum producers, refiners, and marketers around the world. The International Research Center for Energy and Economic Development graciously allowed generous extraction of findings for this and upcoming issues of Energy Detente.
