University awards cogeneration bid, calls finance deal crucial

The University of California at Santa Cruz chose a 2.6 MW cogeneration system during competitive bids because of a lease/purchase agreement and a close match in size to the university's thermal and electrical needs. The school rejected bids for a shared-savings plan and other joint-venture proposals. The winning bidder is installing a $4.07 million plant, which the university will pay for by purchasing the electricity and hot water, with costs not to exceed those charged by the utility. It will gain ownership in about 7.5 years, or sooner if utility rates rise faster than expected. The system is made up of a reciprocating engine/generator and other equipment manufactured by Transamerica Delaval.
