Social assessment and resource policy: lessons from water planning

Progress has been made in the social and environmental assessment of the water planning process that can be applied to other public policy areas. The development of a social accounting system in water planning is traced to illustrate how this can be applied. Social accounting, which includes cost-benefit analysis and public involvement in quality-of-life considerations, can develop public trust in government if the information is interpreted and managed correctly. Properly used social information can identify those programs that are in the public interest and can develop public confidence in creative planning.
