A review of EPA/MMS research and regulatory programs concerning petroleum in the ocean environment
COPRDM released the first 5-year plan in November 1979. A second revised plan was issued in 1981 and updated in 1984 and 1985. NMPPO is now working on the next federal plan for ocean pollution research, development, and monitoring for fiscal years 1988-1992. As part of the process, NMPPO has solicited input from the public to determine priorities for research. Since research on petroleum pollution has been the largest program by far, it would seem particularly appropriate at this point in the planning process to review that portion of the overall program. Specifically, the size and orientation of the petroleum related portion should be reexamined in light of past external reviews to determine if suggested program changes were implemented or ignored. This paper describes that significant programs have been funded by nonfederal agencies, nevertheless, the focus of this paper is restricted to federal agencies and to marine waters.
