Environmentalists challenge waste-to-energy development

Environmentalists' efforts to stop the incineration of solid wastes by promoting recycling emphasize the high levels of toxic metals in the ash generated by incinerators. The Environmental Defense Fund hopes a recent letter to operators will encourage states to require incineration facilities to run toxicity tests. Efforts to minimize the volume of industrial and municipal solid wastes and to encourage composting and recycling are appropriate. The future could see intensive competition between waste management technologies.
