Cogenerators fight capricious application of NOx, CO controls

California's South Coast Air Quality Management District (SCAQMD) is continuing its attack on gas turbine cogeneration in the name of nitrogen oxide emissions, and has added a new dimension of carbon monoxide control. The complaints focus on charges that the district has imposed best available control technology (BACT) capriciously and in contravention of its own and state regulations. Imposition of costly controls would stiffle cogeneration's growth, and perhaps limit its application to big, expensive projects with no financing problems. The test case has SCAQMD serving as judge, jury, and prosecutor in what may serve as a nationwide precedent.
