The Federal Energy Regulatory Commission (FERC) has been closely monitoring changes in the electric industry, particularly as a result of the Public Utility Regulatory Policies Act (PURPA) and the Congress tentatively plans to hold hearings on PURPA in mid-September. During the June 1987 RETSIE Symposium and Exhibition in Anaheim, Calif., Cynthia A. Marlette, Legal Advisor to Chairman Hesse, laid out some of the critical issues and questions facing the industry, both utilities and independent power producers. Key exerpts from her presentations cover reform options for utilities, independent power producers, and state utility commissions, as well as competitive bidding.
