Improved capability to clean up oil spills is being provided by an industry group which will have $900,000 worth of sea-going equipment ready for use before the general lease sale this winter. Clean Gulf Associates (CGA) already has some equipment on hand. More is being purchased or modified to meet requirements. Under terms of a contract, Halliburton Services is doing the actual buying and will maintain the equipment at 2 primary bases and one secondary base on the Louisiana Gulf Coast. Four types of equipment are being acquired initially: (1) fast response open-sea and bay skimmer systems; (2) a high volume open-sea skimmer system; (3) shallow-water skimmer systems; and (4) auxiliary shallow-water and beach cleanup equipment. Basically, the High volume, Open-sea Skimmer System (HOSS) consists of a barge fitted with all components for rapid deployment and retrievel of booms and skimmer on location and in the heaviest seas in which a slick is likely to hang together. A plan of the barge and a line drawing showing its method of operation are included. The first of these $625,000 units is being assembled and should be on station at Grand Isle by Dec. Primary locations for the equipment will be Halliburton bases at Grand Isle and Intercoastal City, La.
