Congress considers global climate change

The growing scientific consensus that human activity, particularly air pollution, is altering the earth's temperature has finally captured policymakers' attention, and the 100th Congress is expected to take action on the issue. The Senate Environment and Public Works Committee in January held a hearing that addressed both scientific and policy issues related to stratospheric ozone depletion and the greenhouse effect. Both scientific experts and federal officials agreed that the accumulation of greenhouse gases-carbon dioxide (CO/sub 2/), nitrogen oxides (NO/sub x/), methane (CH/sub 4/), and ozone (O/sub 3/) - and the depletion of stratospheric ozone by chlorofluorocarbons (CFCs) will substantially raise the earth's temperature, possibly within the next 30-50 years.
