Economic impact of the rotogravure and flexographic printing provisions of proposed regulation R85-21. Final report

Technical Report ·
OSTI ID:6083724
The study estimates the economic impact of the proposed Illinois Pollution Control Board regulations controlling the emissions of volatile organic material designated Section 215.345(a), and 215.345(b) which represent amendments to Section 215.401 and 215.402 of the Illinois Administrative Code. Emission controls would be required of all printing establishments employing flexographic and rotogravure printing presses with emissions greater than 100 tons per year. Available emission-control options are carbon absorbers, incinerators, and solvent inks. The total costs to all affected Illinois facilities to employ-emission control technologies are estimated to be between $538,000 and $5,965,000. The concentration of ozone in the atmosphere which is influenced by emissions of volatile organic material, is estimated to fall 0.256% in Chicago and 0.223% in East St. Louis as a result of the proposed regulation. The anticipated ozone reductions will result in human health improvements, increased crop yield, and reduced materials damage.
