An environmental impact assessment for the field test of the first preoperational Ocean Thermal Energy Conversion, referred to as OTEC-1, is presented. The conceptual design of OTEC-1 is described, and the existing environments at the four OTEC-1 study sites (Punta Tuna, Keahole Point, offshore New Orleans, and offshore Tampa) are discussed. The environmental impacts considered include organism impingement, organism entrainment, ocean water mixing, metallic ion release, chlorine release, ammonia leakage, oil release, and platform attraction. The development of a risk assessment model for credible accidents at OTEC-1 is discussed. Also, the federal and state legal, safety, and health policies pertinent to OTEC-1 are presented.
