Utility competition with small businesses: recommendations for states on utility energy-related programs and the Commercial and Apartment Conservation Service Program

The small business community feels it is unfair competition when utilities enter into unregulated private markets, particularly in the areas of energy conservation and renewable energy. The most common form of unfair competition is the use of ratepayer funds to subsidize utility entry at lower prices. This report makes specific recommendations for utility energy-related programs and the Federal Commercial and Apartment Conservation Service Program. The recommendations are consistent with utility energy management goals and with full and fair competition in unregulated private markets. The report includes a background paper with the recommendations, utility competition testimony before the Senate Small Business Committee, and a directory of small business trade associations.
