TVA looks at outside contracting vs in-house

Tennessee Valley Authority could save more than $100 million in its nuclear construction program by raising its own work-force utilization level to that achieved by other utilities, says management consultant Theodore Barry and Associates of Los Angeles. Recommendations include stronger central project management, more streamlined purchasing, better handling of the work force, and improving cost controls. Barry says TVA did build its coal-fired plants more cheaply and efficiently, but that better data are needed before the same conclusion can be drawn about nuclear plants. But, TVA says its nuclear units are built less costly than those built by other utilities that rely on private contractors. TVA has examined some facets of power plant construction making cost comparisons of contracted versus force-account work. Chairman David Freeman contracted with 10 engineering and design firms for their know-how in the area of nuclear power and air quality cleanup to test whether private companies could do TVA's work cheaper. Other work contracted out is cited. But TVA's Office of Engineering Design and Construction manager, George Kimmons, maintains that TVA's costs are cheaper in all areas. (MCW)
