Application of venture analysis: the integrated energy utility

Discussions of private-sector venture analyses abound in management literature. However, such studies ignore public benefits that may result from venture initiation. In this study performed for the Department of Energy, the authors combine private and public analyses to determine the role government action can play in promoting the integrated energy utility concept. The public analysis indicates whether the government should be using incentives to encourage or restrain innovation. The private analysis indicates where, or if, the government should take action.
