Individual and social risk of a research reactor in a large population center

The risk associated with nuclear power plants has been the subject of many studies. However, little emphasis has been placed on the risk of research reactors, especially those located within large population centers. Such risk, although generally small, is not always negligible. This is the situation with the Greek Research Reactor (GRR), a 5-MW open-pool-type research reactor with Materials Testing Reactor type fuel elements. The GRR is located on the northeastern limits of Athens, Greece, at a distance of about 8 km from the center of the city, which is the largest population center in Greece (3,081,000 inhabitants).
