This study has developed a unified planning framework to address seemingly divergent utility activities, such as load management, conservation, rate innovation, and marketing. Volume 1 of this series discusses several key issues involved in planning, evaluating, implementing, and monitoring demand-side management. Volumes 2 and 3 provide more detailed information. The second volume addresses the techniques involved in evaluating demand-side alternatives suited for a given utility. The evaluation tools described range from the simplest intuitive approaches to detailed computer modeling systems. The third volume discusses available hardware options and marketing alternatives that are suitable for the residential sector. That volume also includes a series of forty technical briefs that provide concise summaries of selected residential options.
