Assess to federal lands for profit making purposes - an economic overview
The issue of how charges for access to federal lands should be set has been widely discussed. Prior work on energy resource policy to cover issues of all uses of public lands is reviewed. It is concluded that problems in policies on mineral lands reflect a broader malaise in general public land policy. However, the discussion goes further and relates the charge issue to the larger one of how best to use presently-public lands. In particular, the present resistence to disposal is seen as an aberation. Much evidence supported by both professionalal economists and may others suggest most public land should be sold to the private sector. These issues are discussed in an abstract general manner. The basic issues rather than policy details are examined. This reflects a feeling that this is the most useful way to proceed.
