Competitive bidding seen cure for cogen industry subsidies

A DOE spokesman sees competitive bidding between qualifying cogeneration facilities (QFs) and utilities as an effective way to correct the inequities of avoided-cost arrangements. Many states have set avoided cost rates that include a subsidy for cogeneration or have not been adjustable to actual costs. The result has been a trend toward cogeneration and away from conventional power generation. Lower fuel prices and long-term contracts have led to overpayments to QFs. Other problems are misunderstandings of federal regulations. The author calls for a modification of the Public Utility Regulatory Policies Act and a sanctioning of competitive bidding.
