DSM and PCBs utility-sponsored lighting retrofit programs create new problems and solutions

Lighting retrofits are one of the most popular and effective methods electric utilities have for achieving demand-side management (DSM) goals. But large-scale replacements of fluorescent fixtures and ballasts (the primary DSM lighting technique) put owners in jeopardy of EPA penalties for environmental degradation. Now, improper disposal of even small numbers of ballasts can cause problems. This article scopes the situation and recommends the most effective disposal methods.
