Humble Oil and Refining Co. has added a small but sturdy skimming barge to its Baton Rouge, La., dockside fleet. The barge aims at recovery of any spill that might occur in the company's dock area. The skimming vessel serves as a floating work platform as well as a spill-recovery tool. Two outboard motors at the front power the 20-ft steel-hulled catamaran vessel. A multistage inboard skimming system plus an external skimming system allow recovery beneath the docks. In case of a spill, the object is to get a recovery boom into the water to contain the oil or other product to prevent it from floating down the river. As soon as possible, the spill is worked into a confined area where recovery operations can begin. The main skimming tool is a split-pipe floating skimmer (SPFS). Actuators have been added to insure leveling capability of the SPFS which is sensitive to wave action from a float arrangement. SPFS gravitates oil to a sump--a 24-in. diam vertical steel pipe. A nipple on the side of the sump takes suction from behind an underflow weir mounted immediately behind the SPFS. A gap in the bottom of the weir allows water to be drawn past the SPFS, thus forcing the oil to build up. A skid-mounted diesel-generator set provides electricity for the 2 pumps on board, a third pump for external skimming, and the floodlights.
