The domestic policy review: progress or promise

The objectives of the Domestic Policy Review of Solar Energy (DPR) and the problems associated with their fulfillment are reviewed. The $1 million project is charged with identifying the long and short term energy contributions of solar, reviewing current federal solar programs in terms of optimum solar technological development and use, and recommending solar policies that will enhance federal, state, and private solar technology development. The DPR's 130 reviewers have 4 months in which to familiarize themselves with the entire range of solar information and technology and to complete their solar review. Public participation and opinion is considered an integral part of the DPR's project, public hearings on solar energy were held in 11 cities. The initial release of the DPR's Public Summary Document was delayed indefinitely, sources have indicated that the report is simplistic and vague. Preliminary findings of other groups investigating solar energy are reported. The potential impacts of the final DPR report are discussed. A diagram is included which depicts the hierarchical configuration of the various federal committees involved with DPR, solar impacts, federal operations, financing, institutional incentives and barriers, research, development, and demonstration, and international potentials are being studied by the DPR panels.
