This paper proposes a new goal of the maintenance scheduling, which is to equalize incremental risk, such as loss-of-load-probability (LOLP) throughout the year, other than equalize risk or reserve. As the authors show in this paper, better schedules can be found by equalizing the incremental risk (LOLP) in place of equalizing risk or reserve. In order to simplify the combinatorial problem and optimize the maintenance scheduling, the authors propose a new approach based on two level hierarchical structure model for solving the maintenance scheduling. An example of nineteen generating units system, of which maintenance periods are not the same, is used to illustrate the application of the new approach to maintenance scheduling. The results show that the authors' approach is profitable and efficient for the large scale power system.
