A renormalized, energy-conserving theory of low-frequency, finite-Larmor-radius turbulence is applied to the determination of the nonlinear electron response to the lower-hybrid-drift instability. The theory predicts a transfer of energy from short wavelengths to long wavelengths by Compton scattering. The resulting amplitude of short-wavelength fluctuations is estimated.
