Transport equations in a nonequilibrium weakly ionized plasma

Transport equations are formulated for the electrons in a nonequilibrium, weakly ionized plasma without appeal to the concept of an electron temperature. A procedure is proposed for calculating the transport coefficients. Explicit expressions are derived for the transport coefficients for certain model collision integrals. The equations derived are used to study the stability of the plasma.
