Title: Reliability of balance-of-plant equipment

Recently, there has been a great deal of discussion on the need for more extensive programs covering balance-of-plant (BOP) equipment in nuclear power plants. There are several reasons for the increased attention on BOP equipment. The US Nuclear Regulatory Commission (NRC) maintenance rule required by 10CFR50.65 includes secondary-site equipment. Also, there has been an industry wide attempt to reduce the number of scrams, Another related issue has been the dramatic increase in operating and maintenance (O M) costs. Balancing a reduction in O M costs along with an increase in BOP maintenance activities could be prohibitive. Therefore, the industry needs a solution to the maintenance rule and an integrated approach to preventive maintenance. Information available on BOP equipment is limited because in the past, the regulatory agencies (NRC and the Institute of Nuclear Power Operations INPO) have focused on safety systems that they considered the highest priority. The key is to implement preventive maintenance programs that will have added value by either extending the life of the equipment or preventing a failure that has costly consequences such as a plant trip. Considering this, a cost-efficient method for implementing a BOP maintenance program can be developed.
