Mexico: Eldorado or fool's gold

Mr. Myers points to a study by Bruce Netschert, NERA's vice president in Washington, DC, who examined developments in Mexico from 1972 to the present - in which time the estimates of Mexico's resource base in oil have been revised from 8 billion to 200 billion barrels. In Netschert's view, the US should take advantage of its good fortune in being located between Canada and Mexico. Rather than rebuffing Mexico's initial attempt to sell gas to US pipelines, as it did a year ago, the Carter Administration would do better to offer generous financing, to encourage arrangements for technical assistance in the offshore, where Mexico lacks experience; and in the larger sphere, to make a vigorous attempt to soften all points of differences between the two countries, and to help solve Mexico's economic problems. In further discussion, Mr. Myers reviews the many reports published on the magnitude of Mexico's oil and gas resources. Specifically, Richard Nehring's study suggests that outside of the Middle East, the only likely source of supergiant fields (5 billion barrels or more) is the Reforma area in Mexico. President Jose Lopez Portillo in his September 1, 1978 State of the Union address, put proved reserves at 20.24 billion barrels, probable reserves at 37 billion, and potential resources at 200 billion barrels.
