Spatial-load forecasting for system planning. [Program ELUFANT: Electric Utility Future Analysis Tool]

A spatial-load forecast computer program called ELUFANT (Electric Utility Futures Analysis Tool) was developed to allocate future load growth geographically for long-range transmission and substation planning. This paper discusses the overall structure of the forecast system, the rationale for its design, method and results of application, and guidelines based on experience for similar applications elsewhere. According to the authors, the main features of the program are variable resolution and long forecast period, the ability to model and use alternative futures, and the identification of certain and uncertain load patterns. 10 references, 3 figures.
