Defense of the Clean Air Act

The Clean Air Act is defended against prophesies of economic peril, which the author claims are exaggerated and distorted in order to force changes in the law. He refutes allegations that industrial growth will be precluded, the assertions that the 1982 deadline for ambient standards is unreasonable and unrealistic, and the contentions that nature contributes significantly to air pollution. Delays in new industry construction should not occur if new-source review procedures are handled in the early planning stages. The success of the program, he states, depends on whether the public will understand and participate in the process. Industry is advised that the Environmental Protection Agency will resist efforts to disrupt and slow the effort to improve air quality.
