A field hearing in Salt Lake City, Utah brought testimony from 48 witnesses and additional statements submitted for the record from another 69 individuals, organizations, and agencies on the question of locating a high-level radioactive waste repository. Witnesses reviewed DOE procedures for selecting among nine potential sites, two of which are in Utah. Among the areas of concern were state/federal relationships in the site selection and program management, the insensitivity of DOE to public concerns about environmental impacts to park areas, and the failure of DOE to characterize and eliminate unsuitable sites. Criticism of the Act included its inattention to socio-economic impacts and appropriate data-gathering techniques. Several witnesses encouraged DOE to consider other sites not on the list, to place more value on the unique geological formations of the Utah parklands, and to reinstate environmental impact statements at the front end of site investigations
