COPE: cogeneration options evaluation. Volume 1. Program descriptive evaluation

A number of computer-evaluation tools have been developed as part of RP1276, an EPRI project to comprehensively evaluate the applications of dual-energy-use systems. One of the tools, Cogeneration Options Evaluation (COPE), is a computer model that deals with the institutional and regulatory implications of specific projects. COPE can help management examine attractive cogeneration options and choose an option that is best suited for a specific site, given the relevant tax and fuel-use regulations. An option here refers not only to different technologies, but also to different ownership structures and/or operating modes. For each option under consideration, COPE provides an analysis of the project's impact on the utility, the industry, and where appropriate, a third party. This document describes the inputs required as well as the assumptions and calculation procedures used in COPE.
