Reducing the risks: A new agenda for military-to-military talks

This article discusses the need to promote military-to-military talks with foreign powers as part of an effort to prevent accidental nuclear war brought about by accidents, provocative military exercises, false alarms, malfunctioning communications. Topics discussed include false warnings, improved communications links, talking military doctrine, unauthorized military activities, weapons safety and security issues, and forms of military-to-military talks.
