Earthquake Hazards Reduction Act of 1977
The text of a law to establish an earthquake hazards reduction program is presented. Reasons for such a program are cited. Objectives of the program include the following: the development of technologically and economically feasible construction methods and procedures to make new and existing structures earthquake resistant; the implementation of a system for predicting damaging earthquakes and identifying seismic hazards; the development of model codes to coordinate information about seismic risk with land-use policy decisions; improved understanding of earthquake-related issues; the education of the public as to earthquake phenomena; and research on ways to mitigate earthquake hazards, the consequences of earthquake prediction, and the availability of earthquake insurance; research leading to a better understanding of seismic phenomena. The research elements of the program are listed, and the implementation plan is set forth. (RWR)
