A string of errors on President Carter's part are blamed for obstructing his otherwise praiseworthy initiatives to gain control over nuclear proliferation. The Administration's performance is criticized for the ambiguity of its plutonium policy, its failure to specify an incentive program to ensure fuels and manage nuclear wastes, and its failure to improve export-licensing procedures. For the US to accomplish its goals of ensuring adequate supplies of enriched uranium and tightening safeguard standards, the President needed more decision-making freedom and a more politically adroit response to US nuclear customers. Clear Presidential leadership combined with unambiguous dealings with foreign governments, specific plans for handling uranium fuels and reactor wastes, and well-defined non-proliferation criteria could still achieve the desired goals.
