Institutional arrangements for water management in the Mackenzie River basin

In North America, and in Canada in particular, water is the issue of the eighties. More people are asking for current information on water resources and are demanding to be included in the decision processes for water management. A national forum was developed for the discussion of regional issues of water policy in Western Canada. A conference held in May 1983 focussed specifically on effective institutional arrangements for water management in the Mackenzie Basin. The objective for this two-part policy paper is to provide a neutral setting in which key areas of concern regarding water resource management are addressed in an objective and reasoned manner.
