Plan for saving energy in our homes

The Residential Energy Efficiency Program of 1979, recently introduced by Sen. Bradley, embodies a unique new concept of how the Federal government may aid privately owned companies in efforts to make residential buildings more energy-efficient and energy-conserving. Under the plan, energy-efficiency companies could produce significant amounts of saved energy through residential retrofit without cost of hassle for homeowners, and the companies could sell the saved energy to utilities at a price that covers the cost of the retrofit. It would be to the utility's benefit to buy the energy produced by conservation because that energy would be cheaper and more readily available than any other source. Methodologies for the Bradley plan and for the Federal fund are summarized briefly. (MCW)
